Collaborative Governance dalam Penaggulangan HIV/AIDS di Kota Blitar

Abstract

Health issues, especially those related to HIV/AIDS, are global challenges that require collaborative management. In Indonesia, HIV/AIDS has been a serious issue since the first case was discovered in 1987. Blitar City also faces similar problems with a significant increase in the number of HIV/AIDS cases. This study aims to analyze the implementation of Collaborative Governance in handling HIV/AIDS in Blitar City, focusing on collaboration between the government, civil society organizations, non-governmental organizations (NGOs), and local communities. This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews, observations, and document analysis related to HIV/AIDS handling policies, such as Presidential Regulation Number 75 of 2006 and Minister of Home Affairs Regulation Number 20 of 2007. The results of the study indicate that cross-sector collaboration has made a significant contribution to increasing public awareness, expanding access to health services, and reducing stigma against people with HIV/AIDS (PLWHA). However, there are still obstacles, such as low public knowledge about HIV/AIDS, social stigma, and limited resources. This study concludes that the successful implementation of Collaborative Governance in HIV/AIDS management depends on the active involvement of all parties, increasing public understanding, and strengthening coordination between stakeholders. The proposed recommendations include increasing public education, strengthening institutional capacity, and providing inclusive and sustainable health services for PLWHA.
